  • The number of full-time, paid professional youth ministry workers in Aotearoa New Zealand has declined for over a decade, a trend accelerated by the COVID-19 pandemic. Across several Christian denominations, parish-based youth ministry faces growing challenges in sustaining paid roles, with significant reductions in professional youth ministry hours and fewer full-time youth workers in local churches.

This article reports findings from seventeen semi-structured interviews with youth pastors, parish leaders, national denominational youth leaders, training-institution staff and funders. The research is framed through Osmer’s practical theology cycle and a biblical theology of intergenerational ministry. It explores the barriers to establishing and sustaining full-time, parish-based youth ministry roles, the extent to which professional youth ministry is valued by church leaders and other stakeholders, and potential pathways towards long-term sustainability, particularly through funding and partnership models.

The findings reveal a self-reinforcing cycle of decline, driven not simply by a lack of financial resources, but also by questions of status, institutional risk-aversion and denominational structures and decision-making processes. The research highlights a significant gap between churches’ stated commitment to the importance of young people and their actual financial investment in youth ministry. Drawing on participant responses, the article evaluates a proposed tapering co-funding model and explores a four-stream fundraising strategy for a national Youth Ministry Fund.

While grounded primarily in research within the Presbyterian Church of Aotearoa New Zealand, the findings raise important questions for the wider church about how youth ministry is resourced, valued and sustained, and what collaborative approaches could help ensure young people are supported in their faith formation and connection with local church communities.
